I HAVE 95 PERCENTILE IN GATE 2017(EEE) AND CGPA OF 7.4.WILL I GET ADMISSION IN TECHNICAL UNIVERSITY OF GERMAN?

90 percentile is cutoff ubder GATe for Technical University of German and hence grrat chances of conversion for Mechanical engineering.
CGPA ais decent and should not be problem.
