I have a GATE 2019 score of 361 (marks 27.67) in ece, belong to sc category. Is there any chance in iits?

Yes ,would get in any of IIT's but not of top most .
There are chances because of the reservation.
Since you belong to SC and if you have good percentile cpga then definitely there would be a chance to get into IIT.

Helllo Try to apply for other IITs too.Yes u can get into thoseYou may or may not get into the top IIT's but then why don't apply for all the others tooDo this way There would be a chance thenGood luck .
