I have alloted to nit tiruchi but i have not reported to alloted institute i know that my seat will be cancelled can i go to special rounds

For taking part in special round also you have to report to the alloted institute then the heads would had asked you whether you want to take part in special round or not .
Now in this condition I think you cannot apply for special round or else if you go for official enquiry then you might get a accurate results.
