I have compartment in physics, I am from UK board, can I fill the form?

Yes, if you failed only in Physics or in one/two subjects, you can still fill out the compartment exam form.

Usually, the forms are released around May–June, and the exams are generally held in August. You need at least 33% marks to pass the subject.
