I have done graduation from mumbai from general catagory. Can I apply OBC in gate 2019, i have obc certificate of UP.

See for NITs, IITs, IIITs the central OBC certificate will be valid for admissions so pls check http://www.ncbc.nic.in/user_panel/centralliststateview.aspx.
Click on Uttar Pradesh and check if your caste is listed there. If yes, then the reservation may be valid else its not. Second, if you are applying in Maharashtra or Mumbai, Maharashtra certificate will be valid and not UP.
