A private candidate may include one who has been unable to go to school physically in the last two years and has decided to study at home. However this candidate can appear for the final Class 12 exam. Note that by studying at home, a candidate will not receive practical training in Physics, Chemistry and Biology as is mandatory per the NEET 2018 eligibility criteria so these candidates will be ineligible.
You are eligible if you have studied English, Physics, Chemistry and Biology for two years as a regular student in a school. Only because you failed in some subjects in Class 12 and had to appear for it again as a private (compartment) candidate does not make you ineligible since you have received practical training for two years through regular schooling. If you have clear ed your compartment with the required marks, you are eligible for NEET 2018.
