I have downloaded my admitcard it was mentioned that "u'r candidature is provisional" even though I finished my payment . What does it mean

It means that you are almost selected but only one step ahead of it. Even though provisional selection has almost same confirmation has normal selection , it's confirmation is bit less than the normal .
