I have gained rank 4913 in Sc category Kya government college milyga.

yes will get a goverment college with this rank ,  i am not sure about cse branch in btech but i am quite sure about other branches like civil and mechanical .You may have a chance in IET,lucknow .But KNIT will be a surity for you to get admission even if you want cse branch.
