I have given JEE as ST candidate, but my certificate haven't got valid yet. And I'm afraid it'll take much more time for validation. So can I instead apply for JoSAA counselling as an OPEN candidate just to be safe?

-- I see you have appeared for JEE thats nice, as an ST candidate it's truly beneficial financially. If your colleges allows you to provide a proof that your documents are under verification.
-- You can submit the proof so that you have an extended date for your original document submission (be aware that this extended date is enough till your verifications is done).
-- If you're not sure about your documents being verified till then, then go ahead with your 2nd option i.e. joSSA councelling.
If your JEE score and rank are good enough you can get NIT or even IITs.

-- Am not sure about changing the category now, because during verification before the CAP rounds it can be changed with some charges at the verification center.
