I have got 15247 rank in kcet which are the top colleges I can get. And also I am belongs to supernumerary catogary

If you belong to general merit with 15247 rank then it is quite difficult to get into top colleges but yes you sure will get into any good college. If you still want to go for top colleges then you might loose your chance to select the desired branch and settle for which ever branch available for your rank.

If you come under reservation classes then yes you do have a chance to get into top colleges and probably your desired branch too. Upon that you have SNQ so you might very well bag a seat in pes,ms ramaiah, BMS ,NIE , SJCE, davanansagar, nitte meenakshi and vidyavardaka.( but cannot ensure you get to choose the branch, nevertheless give it try!)
