First of all congratulations for a decent rank in JEE ADVANCED 2019. Now for a General rank of 2180, these are your best bets in IITs as per closing ranks of previous years.

IIT BHU (ELECTRONICS)
IIT ROORKEE (MECHANICAL)
IIT BOMBAY (CIVIL)
IIT MANDI, IIT PATNA, IIT DHANBAD (CSE)
