As you have secured 27 percentile in JEE mains 2019 which in itself is very poor so it's a bit difficult for you to make it to any college under BCECE.
However, there are some chances that you get admitted in one of the Colleges under BCECE, but definitely you won't be able to get the top or literally a decent college.
So, I would recommend you to participate in the counseling process and look for which college suits you best accordingly.
