I have got 544 general rank in UPSEE 2019 For Btech(diploma) exam. Can I get government engineering college with CIVIL branch?

Yes you can get government college for sure. You can also go for technical and core branches also. You are eligible for it.
You can apply for :-

IET
FGIET
BIET
KNIT

These are best government college you can apply for. You can also apply for TFW to get relieved of semester tution fees.
