Your percentile is low. You can try for private colleges in your state accepting JEE main. Getting a private will be easier and yes you can get information technology. In private college you can get the branch which you are interested. If not you have to take direct admission if available. Better to go for counseling and get an admission in any branch you like. If you have some reservation then that would be  helpful.
Look for colleges in your domicile and use the home state quota. Don't waste a year again and take an admission.
