I have got 69k rank in VIT EXAM WILL I GET ANY college in civil branch

The Cutoffs for Civil engineering branch at the VIT campuses are as follows:-
1) under 30,000 at VIT VELLORE
2) under 40,000 at VIT CHENNAI

As you can see, your rank is pretty much above the expected cutoff ranks.
So you've very low chances if getting your desired branch at your desired college.

But also note that, these are just cutoff trends and do change every year. So you must try to get a seat.
