It will be impossible for you to get a government college in Pune if you have not given MH CET because your JEE percentile is not that great either.
The only option for you is a private college that conducts its own entrance test.

2. PE Society's Modern College of Engineering, Pune
3. ABMSP'S College of Engineering and Research, Pune
4. JSPM Narhe Technical Campus, Pune
