I have got 86.04 % in JEE main. Did i have any chance of getting seats in NIT's or government collages.

Is this your percentile in JEE mains? If yes then it is quite difficult task to calculate your actual rank but we can calculate your approximate all India rank by using the below formula:
(100-your total percentile score)*869010/100.
Here 869010 is the number of candidate appeared for the January session of exam.
After treating with the above formula your approximate rank would be:
121,313.
With this rank you have less chances of having admission in NIT if I consider for general category( rank should lie under 50k) as you didn't mention your category and state you belong to so it is quite difficult to provide you a list of some colleges where you can take admission so you can predict colleges by using our college predictor tool from the below link:
