I have got a govt-selffinancing college in the 1st allotmnt.can i go for 2 nd allotmnt to get a govt college.Please explain the procedure.

Dear Anagha,

Congratulations for securing seat in first allotment. Most of the counselling procedures be like this :

You can freeze the option if you want to join the college alloted.
You can choose float option to keep the college alloted as a back up and try in second round. Hence even if there is a better college you can opt that or take the college alloted in first round

The process will be same as first round. Choice filling and then results. This is the general Procedure.
