I have got in 45 percentile get in admissions for mechanical engineering in Mumbai or not

Your admission will depend upon the category you are applying. If you are a general category student, getting a government college is not possible at this percentile. You may have a shot at a few private colleges in Mumbai. Otherwise, it is recommended that you look for an alternative course or prepare for the JEE again. If you have a quota, then please search for your quota cutoffs at different Mumbai colleges.
