I have gote 23.42 percentile in cat can I get best college for MBA or pgdm

It's really sorry to say that with 23.42 percentile, you ain't getting any good college for admission.
It will be my humble suggestion for you that please work hard and try to score atleast above 70 percentile for converting yourself into good to moderate B-school.
