I have no knowledge of computer even i cant open a computer will i be able to complete cse b tech in a very good way

Hi dear
If you don't have prior knowledge about computer languages and all,it is fine.
But you should have interest in the thing you are opting.As you told that you can't even start a computer, it indicates that you have no interest in the field.
So , I would suggest that don't join the course just because someone else is pursuing or someone has suggested you the same.If you have interest in the field,you can surely join the field.
But I would suggest you to have some prior knowledge about the stream, syllabus and the work to be done after that.You can take help of someone pursuing the field or internet.

Sir i know basic dbms,networking,ms exel ,ms acess,boolean algebra but theoritically but i have no knowledge of above in practically

It's fine prabhat.If you have interest and aspire to do this , you can surely grab soon and can pursue the degree with ease.
Its good that you have theoretical knowledge, but try implementing those in practical.Take the help of youtube and try gaining some knowledge on your own.
