Yes, you will be eligible to fill the application form in such case. For SC/ST candidates, criteria is 50% to be eligible to appear for entrance examination. If you wish to apply for admission to VIT, i would recommend you to refer to VITEEE 2019 eligibility criteria for detailed information.

As per the eligibility to apply for VITEEE you should have secured an aggregate of 60% in Physics, Chemistry, Mathematics/Biology in the qualifying examination (+2/Intermediate) while there is a relaxation of 10% for candidates belonging to SC, ST, J&K, North Eastern states.
