I have paid counseling amount But my certificates are verified Should I visit hlc before counseling or on counseling date?

no need to visit the university before the scheduled counselling date.
if the campus is near your house, you can just go and check out the location and check out the campus.
technically you are not required to visit the campus, but if it is somewhere mentioned in he counselling letter, then you may visit.
