I have passed B.A. 1st Year in Shekhawati University but practical of psychology was due. Can I take leteral entry in Other open University

No until you are done completely with the subjects and have passed them you are not allowed to take any lateral entry in any other college because other college also need to have a good candidate who have atleast passed it's exams with good marks because after all the image of university matters a lot.
