Well if by IPE you mean intermediate exams and you have failed in your intermediate exams then it does not matter even if you get air 1 in JEE Advanced you will not get admission in any IIT.

Not just IIT but also NITs/IIITs and GFTIs. The top twenty percentile rule has to be followed ito get admission in any of the institutes taking admission via JOSAA.
