I have qualify the gate exam with near about 38 marks in obc category.so now I have to do M.TECH from any college so which is the best colleges I can get ...also my B.E. percentage is 80%

Actually with this marks it is quite difficult for you to having an IIT.

But as you have a good score in BE then you have the chances to get a good college.

see cutoff score depends on various factors like, the stream you have applied for gate exam, number of candidates, seat matrix, questions difficulty level etc.

now in your question you did not mention what is your paper in gate exam, however at this score there is less chances in nits, you may apply for state university or state government engineering colleges for mtech admission.
