I have SC preparatory rank 4404 then can I get cse in any iit colleges.

No I am very sorry to inform you that you will not be getting any seat at any of the 23 IITs under the preparatory course. I am talkig about all branches and not just computer science ane engineering. try again next year since you got a rank this year maybe next year you can improve and get a good rank in the main SC rank list.
