I have scored 102.34 marks in uceed 2019. But i could not qualify as my score in msq section is 5.62 whereas the required score is 6.

Admissions for the B. Des course requires you to clear both the overall cutoff and the sectional cutoffs as well. Failure to clear any of the cutoff leads to you not being qualified for the admissions

Unfortunately you have not cleared the section score for msq and hence cannot be admitted to the colleges.
However if a college has a lower cut off for the msq section then you can consider applying to that college.
