I have scored 45 percentage and in OBC NCL catagory and with having 70 percentile can i eligible to write jee advance?

The cutoff for OBC NCL in 2021 was 68.0234447 but in 2020 it was 72.8887969 which means the cutoff varies every year. If your score is 45%tile this time then sorry you aren't eligible to sit for jee advanced.
Try to improve your score by at least 80%tile to get eligible for jee advanced and if you want a good college then improve your score upto 95+%tile. You can also visit this site to know the cutoff.
