In order to attend engineering you should have attended Class 12. if you meant Class 10 by talking about matriculation, you are not aligible to attend engineering. The basics of what is taught in engineering is that of Class 12 science and mathematics.

So they mean that once you clear Class 12 you have learnt the basics and can understand the advanced things with the available basics. You may opt for either medical/non-medical stream during Class 12. You have to either appear for entrance, get through merit or through equal weightage of both. The admission procedure depends on college you are looking for. There are many college-, state- and national-level entrance examinations available for engineering.
