You can even apply for entrance exam like TNEA to get in Tamil Nadu

Since you don't want to pay donation and want to get best college ,try to write the entrance exams of few colleges which accept ipe marks too.

Since there are colleges which can take students based on ipe ,as mentioned above try those colleges .
