I have seen the previous year jadhavpur university's chemical engineering cut off for WB candidat was 32000 for general. What does it mean??

WBJEE 90% seats are reserved for home state students and only 10% of seats are reserved for other states, So to fill all the seats in Jadavpur University the cut off for home students usually is less.As the seats for other states are less so the cut off for them is very high.But Jadavpur University is one of the best Engineering College in West Bengal.
