Well that's not true actually. The trump government affected the policy of getting a permanent residency and work visa in US. But the colleges and universities work according to their own rules and regulations. So they will work like always considering international students on the same level as others.

Although as an international student, you won’t be eligible for funding intended specifically for US nationals, there are a number of both Government-funded as well as Non-Governmental US scholarships intended for the international aspirants.
