Both the categories are inter-linked as SEBC stands for socially and economically backward classes whereas OBC stands for other backward classes. However, both the terms are used inter-changeably and 27% of provision is applicable for both ones.
Also, it also depends which exam or college you are applying for because the eligibility and admission criteria varies accordingly so please mention the same.

See, OBC is a national level category that implies to central government jobs, exams and universities and SEBC is state level category that implies only to the state government jobs, exams and universities. So, if you are applying for state level exam than SEBC is mandatory and if you are applying for national level exam than OBC is mandatory, so to be safe you should be issuing both of them and you can issue both of them.
