i m confident for 2nd drop and score much better but my father is not allowing me to take 2nd drop but i want to do, wht can i do?

You haven't mentioned which exam you attempted, regardless I will try to guide you anyway.
If you are a 100% confident that a second drop will be beneficial, then you will have to do the hard job of convincing your father. But, before that you will need to re-evaluate your performance. Why did you not score well enough this time? What went wrong? How confident are you of the second drop?
With hard work, anything can be achieved, but at the same time you will have to focus more on your abilities. Not every student goes on to crack NEET/JEE's but they still succeed in life. Many students carry the false notion that these exams are the end all, be all. They are not and that is something you will have to make yourself understand
If you are passionate about the said path and feel that you will succeed or you are willing to put in the amount of time and effort needed to succeed, then tell your father the same and I am sure he will understand.
