I m getting 37 marks in gate 2019 and belong to obc nc category.I want to do my m.tech in vlsi design in nit or delhi based any college...

As per your marks I.e.,37 marks there is a minimum possibility of getting seat in NIT or Delhi based any college.
As you belong to OBC category, u may have the chance to get seat in it.
