Yes you can get admission through HSTES as long as you fulfill the following criterion.
- Should have completed 10+2 from a recognized board/university
- Studied maths, physics along with chemistry /biotechnology /biology
- Should have got atleast 45%marks in above mentioned subjects. In case of SC 42.75% is enough and also there is 10% flexibility in case of kashmiri immigrants.
You have to register online for counseling.

Yes if you have given the Haryana State technical Education Society test(HSTES) as this is the state entrance examination you can get the colleges under the hstes according to your merit list.
And I think the councelling has already started for this year so don't get late
