I not qualify neet exam I get government medical college addmission

No , you cannot get into government medical colleges without qualifying neet entrance examination.
Leave government medical colleges , you cannot get into even private medical colleges without qualifying neet examination as to get into medical colleges be it government or private it is mandatory to qualify neet examination.
You can not take admission in medical colleges even in foriegn to pursue your mbbs , bams , bds etc  without qualifying neet examination.

So , in short there's no gateway to medical colleges other than neet examination.
