Hello,
That is a serious issue. This is a situation where you have no way to go out. There will be toll free help line. Call on that and ask for help. That is the only thing you can do. After some days make a call to the board official and put a mail too. See what happens. If they don't respond then that is helpless. You have to go personally to the location and ask for it which will be more tidious.
You analyze what you can do and which will be the way where you can collect back your refund money.
