I passed out 12 in 2006 with 33.4 %, now i want to complete graduation in one year can it possible from any open university?

I'm happy to tell you that it is possible for you to conplete ypu graduation in one year and this is especially desgined for students who have left their studies after 12th due to some reason.
Eligibility Criteria :
You should have passes Senior Secondary School Examination which you have done.
Main objective of this type of degree is that student will awarded Degree after completion with which he/she can apply for any government or private jobs.
