I passed out in 2018, still, I have backlogs. What year I should enter the GATE application form in the case of degree qualify year 18/19?

You need to appear in 2018 and also add 2018 as year of completion although you have backlogs.
You need to get certificate from college principal that you appeared last semester in 2018 although you hav ebacklogs pending.
