I scored 78 marks in comedk do I have a chance of getting a decent college for csc or ece

You have very less chances of getting cse/ece in good colleges.With 78 marks you can't make it into good colleges. There have been a high competition after Comedk started conducting online entrance exam and counselling. Now, Student from all across the country apply in Comedk. To be honest, 78 marks is too less mark to get into good college. You may get other branches in good engineering colleges but you won't get cse or ece in good colleges.
