I scored 88 percent in 12th 2020-21. But had scored only 28 percentile in JEE mains. what can I do next. I below to OBC category.

Your class 12th percentage is good. But you won't get any good college with your JEE Mains percentile. 28 percentile is quite low to get into IITs or NITS. In order to get into NITs you need more than 97 percentile.
I would suggest you to write other entrance exams if you have applied for anyone of them.
Few of the entrance exams are:
1. COMEDK
2. BITSAT
3. MET
3. SRMJEEE
4. VITEEE
5. And your state CET
You can write any of the entrance exams required for the college you are seeking to get admission.
Prepare well for the next exam and score good so that you can get into the branch you are interested in.
