According to 2018 cutoffs, you may not get Electrical engineering at top most IITs, but you can get Electrical engineering at IIT Dharwad. Please note that this prediction is completely based on 2018 cutoffs. Also, take care of the fact that cutoffs can vary from year to year depending upon factors like number if seats available, number of students appearing for the examination, difficulty level of the paper etc.
