I secured a ECE seat in PESSAT quota in 2019 1st round of counselling. Should i surrender the seat for me to participate in the 2nd round?

You don't have to surrender seat. If you think you deserve better, then you can sit on 2nd round. Usually the list of the candidate are checked according to their rank and if they find any vacancy according to student's preference, they just slide him or her to the new branch. If there's no option, simply the branch will remain same.
