Yes, admission to IITs is a two step process, so you first need clear JEE mains and then only you will be eligible for JEE advanced. You also need to be too 20 percentile of your respective education board to be eligible for JEE advanced. Syllabus bof both exams is same and while difficulty of JEE advanced bis higher.
