First of all there is no percentage barrier to be eligible for JEE main

Eligibility criteria says that:-

-) Qualification required :- to be eligible  for JEE mains  for BE or Btech you need 10+2/equivalent qualification with Physics,  mathematics as compulsory subject along with anyone of Chemistry or Biology or Biotechnology or Technical Vocational Subject.

-) Passing year :- one is eligible for JEE main examination for consecutive three years starting from the year of appearing for 12th /equivalent examination .

-) There is no age limit to be eligible

-) there is no minimum percentage requirement to be eligible for JEE Mains, you just need to have passed your 12th

But yes,

To be eligible for NITs, IIITs, CFTIs one needs at least 75% marks in class 12th if belongs to General or OBC category  or at least 65% marks in class 12th if belongs to Sc or St category. For this year only i. e 2021 this minimum percentage requirement of 75% - 65 % has been lifted off. But this percentage requirement of 75 - 65 % as per your category  to be eligible for NITs, IIITs, CFTIs will be there in 2021 .

Other than NITs, IIITs, CFTIs , you can get admission in Government Engineering College even if you don't have 75% in 12th.

For example,

To be eligible for BTech in Rajkiya Engineering College, Bijnor which is government engineering college, one needs to pass 12th e with Physics and Mathematics as compulsory/mandatory subjects along with one of -   Chemistry or Biotechnology or Biology with at  least aggregate of 45% marks (40% if you are from reserved categories ) in these subjects.
