If you are enquiring about NEET eligibility criteria for AP State Counselling, according to: https://medicine.careers360.com/articles/ap-mbbs-application-form , you should have resided in a local area for atleast 4 years. Now AP NEET State Counselling is categorised into AU,OU and SVU Categories. So you should have either studied in one local area for 4 consecutive years or should have studied in 2 local areas for a consecutive period of 7 years. The other way is if either of your parents lived in AP for a period of 10 years, you can claim AP Domicile criteria. You did mention that you studied in AP for 5 years. If you studied these 5 years in either OU,SVU or AU area, you are eligible for AP State Counselling.

It would be helpful if you mention the question properly here. You didn't mention the exam you want to counselling for.

You have told that you studied 4 years (classes 8 to 12) in andhra pradesh and classes 11 and 12 from AP(Andhra Pradesh) board.  I would like to mention for any state board counselling, you need to have a domicil of the state, Andhra Pradesh in this case. And to have the domicile, you must have lived in the state for at least last 10 years. If it is so, then you can surely apply, however, if you have not lived in Andhra Pradesh for a minimum of 10 years, then you won't get the domicile certificate for state counselling.
