You can give JEE Main 2019. However, whether you can appear for January attempt or April one or both will only be clear once the official notice is released by the authorities. Till now as per the notification, you can appear for both the attempt or any one of them.
The number of attempt for JEE Main will be clear only once the full information and notification are released by the authorities.

Hi. As per the news, you can appear in both of the exams or either of it. It means that you can appear in both January and April, or only in April/January.
