hi,
see ips officer post is a central government post and ips officers are centrl government employee and you may relocate to any where of india, if there is not enough vacancies in your state where you belongs to. however there is also transfer schemes and you may get relocate if your state has vacancy for ips officer role. to get job as an ips officer is it self a dreams comes true, and for all centralized job, psus working, candidates need to relocate if it is the companies policy. hope you may understand.
